Guild Emblem Notice

Does this pertain to the actual players' accounts, or is it just temp or perma banning the alt account used to make char's and emblemless guilds? Bc I'm pretty sure, at least nowadays, it takes no effort to create a new acc/char and to make a new guild with no emblem on it. You'll be flooded with reports of this constant annoyance of someone or some people doing this over and over again.
