I am now currently doing quest of fishing license lvl 5 to rank up, it was lot fish, but I wanna know the next quests, like 10 and 15 lvl so I can prepare all much earlier, thank you very much.

There's like 75+ Fishing equipments. It's hard to list them all. Especially because new one get added from time to time.

Currently:
12 Fishing Rods: (Item ID: 26221 ~ 26230 and 26412 ~ 26413) - all Rods are obtainable except for Poseidon Horn.
11 Fishing License (Item ID: 26231 ~ 26240 and 26354) - all licenses are obtainable in different ways except for Chairman ID and Divine Rank.
14 Companions - (Item ID: 26241 ~ 26250 and 25828, 26355, 26409, 26410, 26411) all companions are obtainable from fishes or boxes.
10 Fishing Gloves - ( Item ID: 26251 ~ 26260 ) all of them are obtainable, either from fishes or by opening mythical fish at very low chance.
10 Vests - (Item ID: 26301 ~ 26310) all of them are obtainable from fishes.
10 Fishing Hats - (Item ID: 26311 ~ 26320) also obtainable from fishes and boxes.
10 Fishing Boots - (Item ID: 26356 ~ 26365) all obtainable from fishes.

This happens to me either 1x~less 5x a day.
After fetch is triggered. Followed by Refresh.

This is not refresh getting triggered. It's because you are talking to an NPC (which in most cases to the fishing shoal) while on cooldown delaying the "notification" message. When you are talking to an NPC a few seconds before your cooldown is finished, you will only receive the notification after you finished talking to that npc. Eg you are using @fishing command. You will only receive the message after you close it.

This is the reason why we disabled player from talking at piranha shoals while they are on cooldown. We can do the same for other shoals but I am not sure if it's necessary.

disabling would be a good idea, but would bait/attractant be able to be put into the @fishing menu?
