Cannot get Rookie Fishing ID

Hi, I am having problem with getting a Rookie Fishing ID.

1) I did not do the fishing quest initially but bypassed it by buying a Platinum package which expires on April 15.
2) Since it will expire soon, I want to create a rookie fishing ID, so I collected all necessary items for fishing quest. But the Fishing Master NPC has no option to accept my quest items.

How do I get Rookie Fishing ID given my circumstances?
