sorry i put wrong coordinate, it's actually in 161 65, hiding behind the lv. 30 Fishing Shoal.

You can use @whichfish <item_id> to see which fishes drops them.
their item ID's are 26430-26434 (rods),
26435-26439 (blueprints)
26440-26442 (hats)
26443-26445 (companions)

except for ferlock hat which is 26442 everything drop at fishes. A complete rod (not blueprint) has a cosmically low drop rate though. You have better chance of getting a blueprint.
