nothing was changed in 3rd bg only in 2nd BG. It's been like that for a long time. 2nd bg make people too tanky in the past where only coma usually kill them that's why the reduction were reduced.

Well especially RGs back then, but maybe RG are less tanky now because of the nerf in defender lol.
