Are you using any anti-virus? Try adding the whole folder in its exclusions, repatch and run.
Are you using any custom GRF? Try removing it, repatch and run.
Try resetting your character's look and location.

I appreciate the suggestions, I tried everything, but it didn't work. However, I "somehow" resolved it by copying a functional full client BRO folder from another PC and pasting it on what I use.
