Hi,
I skipped the fishing requirement so I do not have the Rookie Fishing Id, and purchased a Platinum Package and it is still currently active.
My question is, do I still need to do the quest to start upgrading fishing license?

sage license gives more better stats then the platinum one.
so it's up to you to do the quest or not,
but you could fish and re-buy that platinum only every month (after the "rent" out)

You don't need to if you don't want to, but you'll have to keep buying each month as a rent fee.
