Why isnt it allowing me to upgrade my level 1 kingsmen backup blades using premium it says your already at the lowest level use normal method this time. Is this normal?

because it can't go any lower if you failed.

You'd need to lvl it to 2 using normal upgrade first before u can use the premium option according to some people
