when is the last date to collect rewards for halloween compendium event?

Hi Admins, im experiencing cooldown refresh bug during event and sometimes on regular fishing. 150x100https://prnt.sc/6zLdVvqyYi2I[/img] https://prnt.sc/6zLdVvqyYi2I supposedly we should be able to fish instantly after refresh, but there is still a cooldown after activated. ive tried removing all the fishing gears and re-equiping, remove costume for fishing gear set up, remove using bait & attractent and re-setting them back up, disabling fishing notification, update client to latest version. At this point im considering redownloading the entire client, but not sure if that helps cause it rarely happens during regular fishing. Appreciate any assistance on this. Thanks in advance.
